I had to download Win7 Novatel drivers to get my modem to work with Win7.
I haven't yet tackled Win7 on my 02, but I may eventually; where did you get the Win 7 Novatel Drivers?
As long as you have the modem drivers for Win7 that's all you should need to get a dial up connection. If you want to use the application to monitor data and show signal strength you will also need the modem application. I would be wanting to use the Gobi application working under Win7 with HSDPA.
The advantage of Gobi is carrier switching w/o card switching. In Vista and in Win 7 I use:
2 Gobi Install files (drivers),
3 connection Managers (for AT&T, Sprint and Verizon), and
the OQO Manager to switch carrier modes "conveniently" and to control power to the modem via the wireless dash.
The only problem is AT&T (hspa NA) doesn't work in Win 7 even though the software does change the options.txt file just as it does in Vista. I'll have to try the dll swap mentioned in the josh link you provided.
